Amendments
The rspca do not prevent cruelty to animals.
The unnecessary inhumane slaughter of innocent native kangaroos from the 2008 bnts site, that the rspca encouraged, stood by and watched the inhumane herding, and slaughter, failing to stop acts of animal cruelty.

The rspca are to be removed from all advisory committees, expert advisory committees, stake holders, with a complete overhaul of the government advisors, removed from their jobs.
Taxpayers money is being wasted on unnecessary killing, and on paying those who direct the unnecessary killing, that includes paying those who have no experience or knowledge on advisory committees, expert advisory committees, and stake holders.
Paralysing drugs – Did the government use a paralysing drug for darting, that
allowed the animals to be fully conscious while being killed?
The use of paralysing drugs is inhumane and is to be banned.
Currawongs – Currawongs are not responsible for spreading weeds, humans are by firstly allowing them to be introduced, when humans cycle, walk, run or jog anywhere, will cause the spreading of weeds, along with the wind, nature.
Currawongs help to eradicate introduced species such as blackbirds, Indian mynas, starlings, sparrows, etc.
The rspca – fail with their so called science, with their advertising, being deceitful, e.g. their recent ad demanding everyone to leave kittens alone that people find near their homes, and to call the rspca, and that everyone needs their mother. The rspca kill kittens and if they find their mother, the rspca will also kill their mother, since they label these kittens and cats as being wild/feral.
The rspca ordered these kittens to be killed, so the finder of these kittens rang Wildlife Carers Group. They were so tiny that they fit into the palm of my hands. These beautiful animals would be dead now, if it wasn’t for Wildlife Carers Group stepping in and taking them. The kittens live indoors with a lot of toys and a kitty litter.
The rspca do not educate truthfully, falsify figures, falsify reasons for killing, such as making up diseases that the animals do not actually have to try and justify killing them, especially when questioned, do not prevent cruelty to animals, e.g. placing their names on chicken sold, that have been tortured to death, etc, purely for money, and the only advertising that they do is to deceitfully make money for themselves, so that they can continue to kill everything off. The rspca staff have no knowledge or expertise, yet alone understanding animals and wildlife, in animal welfare, animal ethics, or wildlife, to be named as expert advisers, stakeholders, yet alone to sit on and be paid taxpayers money, in grasslands, etc advisory committees, etc.
Unfortunately the experience with the rspca is just to do what is convenient for the people, and not what is right for the animals, wildlife, habitat, the environment, and conservation.
The rspca need to be giving animals away for FREE to good suitable homes, to prevent the unnecessary killing of innocent vulnerable healthy animals.
Wildlife Carers Group put themselves out there, into the community, attend meetings that will affect the EPBC, NES, EIS, climate change, etc, and reports on as many of these meetings that is as humanly possible.
The rspca is to be removed from all advisory committees and as stakeholders.
Part 1-Policy and Strategic Directions
Purpose of the Strategy-What are pest animals and how are they managed?
Costs and community are mentioned, while the cost is a blowout in killing native animals, paid by taxpayers money, the majority of the community opposed kangaroo killing since 2008 when surveys were done, and yet, this majority of the community was ignored, and the kangaroo killing continued in 2011. Further the commercial harvesting of the kangaroos was widely opposed in 2004 at Googong Dam, that was also ignored.
A meeting was held with Maxine Cooper by 3 experienced interstate ecologists, including Nora Preston, Founding President of Wildlife Carers Group, in 2010, with the conclusion of the meeting not yet finalised, the kangaroo killing still continued, with demands ignored to stop the killing.
Maxine Cooper has now apparently been removed from this department, as advertised, since August, and replaced by a person who has not bothered to contact Wildlife Carers Group in order to finalise the kangaroo management investigation, that included the false grassland report, false kangaroo management plan, nature reserves, in which we now wish to add nature conservation act, and this pest animal management strategy, inhumane defence killing that incorrectly blames the kangaroos for damages and other species being driven to extinction, that the government and shooters are solely responsible for, by driving over the said areas causing damage and destruction, driving native wildlife to extinction, spraying poisons, baiting, trapping, developments, etc causing loss of habitat. All an abuse of taxpayers money.
A Canberra Times survey on the kangaroo killing had a glitch in it, giving the votes of ‘no we don’t agree to the killing’ to the ‘yes killing’, therefore was exempt to be accepted as an honest community input and poll.
Furthermore, the last comment accepted, was from tams, with this survey refusing to accept any further comments on the matter, that opposed the killing, showing discrimination and bias.
This does not show the government listening to the majority of the community, nor does the government listen to and pay the real experts, wasting and abusing taxpayers money.
Taxpayers are not prepared to pay for killing of native wildlife. Killing is unnecessary. Educate to co exist.
The current nature conservation act 1980, and the kangaroo management plan, the grasslands plan, are not acceptable, neither of which are based on any scientific evidence. The animal welfare act 1992, that allows the inhumane treatment of animals.
Before we can accept these documents, they need to be de-legislated and replaced with Wildlife Carers Group submissions.
We do not accept the changing of titles of advisory committees, and leaving the same names on the advisory committees to continue to give advice in matters that they are not experts in, which continues to allow acts of animal cruelty, and driving our wildlife to extinction through unnecessary inhumane killing and inhumane unnecessary research.
The ACT Native Flora and Fauna committee should not be the only group to be consulted in native animals, who the government think are not indigenous to the ACT, (the government has been wrong before, by naming Eastern Grey Kangaroos as introduced to the ACT, for possibly 20 years), who are not responsible for committing any damage, which the government are more than likely just using as a scaped goat for damage caused by the government, so that the government can eradicate them.
The government is wrong with their Kangaroo Management Plan, accusing Kangaroos of causing damage, when they don’t, writing up and legislating papers that are not based on any scientific evidence, therefore, we hesitate to trust the government with any allegations made against any other native species, or for the government to continue to take advice from the same people on these matters, who are constantly wrong, and causing irreparable damage.
We expect the removal of the people who are currently giving advice, and replaced with knowledgeable long term expertise people in these areas, as requested in the Wildlife Carers Group nature conservation act and the Kangaroo Management Plan submissions. We expect a big change.
If the continued outcome is falsely accusing kangaroos of being pests and causing damage, through the so called ACT high-quality tertiary education courses in pests and native animal management, with active collaboration amongst local and regional research groups to resolve knowledge gaps and management problems, then this type of education has to stop, and be replaced with the true experts, and replaced with honest education and facts.
Dishonestly claiming that kangaroos are counted before each killing is not acceptable.
Dishonestly claiming that kangaroos cause damage and drive other native species to extinction is not acceptable.
Treating any other native wildlife in the same manner, dishonestly accusing them of being over abundant, or destructive, is not acceptable.
We expect change with the government’s dishonest attitude, and the replacement of the current advisory committees as requested in Wildlife Carers Group submissions.
We expect the end of animal cruelty, and the end of the failure to provide full term rehabilitation of all sick, injured, orphaned native wildlife, with Wildlife Carers Group Wildlife Rehabilitation Licence amended as requested by Wildlife Carers Group, that is also a requirement to prevent discrimination, acts of animal cruelty, and extinction to wildlife.
We expect change and an end to animal cruelty to introduced species as well, and an understanding on what is part of the food chain, and what is really introduced.
Just because certain people don’t like something, whether it is native flora, or native fauna, doesn’t allow them to falsely claim that they are introduced, and does not allow anyone to eradicate them. Learn to co exist.
Part 2-Rationale, Issues and Implementation
Chapter 1

What is a Pest Animal? – 3rd paragraph – Animal Species that are native to Australia are not considered to be pests, and do not require any management, since there is no scientific evidence to support any damage caused by native animals, with a legislation that should never have been passed, that needs to be de-legislated, and replaced with Wildlife Carers Group submissions that contains the facts.

Pest Animal management
Braysher warns not to blame animals for problems, to ensure that you determine that the problems are not caused by other known factors, such as management practices or environmental influences.
This warning has been repeatedly ignored through the kangaroo management plan, the nature conservation act 1980, and the grasslands management plan, deliberately blaming native wildlife for destruction and loss of native species, that has been caused by the government and their own repeated mismanagement.

Step 3 Assess the feasibility of a management program – states “for example, available techniques for a predatory pest may necessitate the introduction of poison baits to an area. The potential for impact on domestic pets or non-target native animal species may be unacceptable. Alternatively, available techniques may be unacceptable on animal welfare grounds”.
Time and time again, this section of pest animal management, has been breached by the agency and ACT government, with native wildlife, Eastern Grey Kangaroos, inhumanely and unnecessarily slaughtered, and foxes, Dingoes, etc, baited using poison, knowingly and unacceptably having an impact on domestic pets and non-target native animal species.
With further reports of the government declaring war on animals by blowing up their holes, warrens, dens, that is without a doubt inhumane.
These methods, blaming animals, wildlife, for damage, destruction, loss of species, etc when the government is responsible, is to end.
The government is to be totally honest to the real causes of grassland damage, loss of species, destruction, etc stating what the government has done to cause the damage, loss of species, destruction, delegislate their dishonest kangaroo management plan, nature conservation act 1980, and replace them with Wildlife Carers Group, and interstate ecologists/legal advisers submissions.
Step 5 Develop the management program, also states Only rarely is eradication a viable pest management option, with this sentence also constantly being breached.
Step 6 Implement the management program, is a concern if you are taking advice from those who have no expertise or knowledge, or who have a conflict of interest in wildlife, and are inhumane with their advice on how to eradicate animals, that are stakeholders, and land owners, farmers, etc.
Year after year, this has been a huge problem with innocent vulnerable wildlife and animals being tortured to death, because of the government’s refusal to listen to the real experts and to stop the killing, with the experts warning the government to be completely honest, and ignored.
It is necessary for changes, corrections, replacement, to ensure a totally honest government where wildlife, animals, and animal welfare are concerned.
1.2.2 Management objectives – Remove manage native animal populations that are causing unacceptable damage (Chapter 5); and ensure that the government is totally honest about exactly who is causing the damage, the government and government agency is causing the damage.
Chapter 2
Pest animal management in the ACT – A list of what is considered to be ACT Vertebrate and Invertebrate Pests is required.
Key stakeholders listed as ACT Government, Australian Government, rural landholders, pest animal researchers and especially the rspca are not experts in what are pest animals.
We have already had the problem with the ACT Government, and their ecologists writing up and legislating fraudulent papers on Kangaroos, that maintain a well balanced, healthy eco system. Their so called key stakeholders and advisory committees are driving them to extinction inhumanely, inhumane research, falsely accusing the kangaroos of damage and extinction of other species, that the government has caused, with the government failing to remove the perpetrators, and replace them with the experts.
The serious repercussions of misguided advice and documents written up by the inexperienced, with no knowledge, is never considered, and certainly cannot continue.
The rspca have to be removed from all these panels, they are not qualified, and fail to prevent inhumane acts on animals, or promote their care and protection, and rural land holders will more than likely have a conflict of interest.
No native vertebrates and invertebrates are pests, and each referral to native vertebrates and invertebrates as pests must be removed.
Being part of the food chain must be considered.
We have seen how the animal welfare advisory committee and ethics committee, works, allowing inhumane and unnecessary killing and research of native wildlife, who need to be replaced as per Wildlife Carers Group various repeated submissions.
Chapter 3
Preventing incursions of new pest animal species – While this section talks about accidental introduction of species, etc, unfortunately the government has been responsible for introducing pest species without considering the devastating outcome, or looking at the big picture, without properly researching, eg cane toads, therefore the government needs to keep their scientists under control, who continue to want to introduce invasive species into Australia, and not give in to any further invasive ideas by them.
When wildlife native to Australia suddenly turn up in the ACT, because of being chased out of their own natural habitat, should be addressed separately. Native wildlife that have no where else to go, should be welcomed, to prevent extinction of the species.
Effects of climate change – While covering the problems of climate change, and the impact it may have on introducing more species, this document does nothing to cover on how to prevent the contribution and acceleration of climate change, such as a total ban on tobacco, no further land clearing and developments, avoid over crowding, stop accusing innocent native wildlife of damage, etc that man is responsible for, and stop killing our native wildlife, all of which that maintain a healthy well balanced eco system.
Native wildlife are not pests, with all referrals to native wildlife being pests to be removed from this document.
Chapter 4 – Reducing damage by established pest animal species
While previous chapters in this document have warned against baiting, this chapter is discussing using poison baiting, and refers to native Dingoes and Kangaroos as being pests, and once again wrongfully blaming kangaroos for damage that they are not responsible for.
Pest animals first need to be assessed as to whether or not they are pests with factual statement, and of any impacts, abundance, which means individual head counting, not estimating or falsely advertising to the media and public that animals have been counted, eg, through looking at faeces, when you would be repeatedly counting the faeces from the same animal, estimating, that is not reliable, etc.
Destroying burrows, warrens could be destroying native wildlife, Echidnas, Platypus, Wombats, Dingoes.
Non invasive methods need to be used such as conventional or electric fencing, protecting high-value stock and breeding stock in stock friendly sheds and stock house friendly yards, bird netting, fish exclusion screens, guard animals in paddocks, that aren’t necessarily domestic dogs, etc.
Inhumane biological control agents need to be banned.
Inhumane poisoning, baits, fumigants, shooting commercial harvesting, rubber lined jaw traps, need to be banned.
The government and their agents would not be prepared to test the rubber lined jaw traps of safety, and not causing any harm by placing their own arms through these traps.
Native Dingoes and Kangaroos are not pests, with each referral to native wildlife as pests to be removed from this document, and not to be re introduced in a wildlife specific document that will continue to incorrectly claim native wildlife to be pests.
Non lethal methods only to be used with concerns of stock being killed by dogs. The stock are more than likely being killed by their neighbours pets that aren’t being kept under control.
How many Dingoes are there in the ACT???
Both Dingoes and Kangaroos need to be placed on the threatened species list.
Chapter 5 – Management of native animals for damage reduction
Native animals are a natural and integral part of urban, rural and conserved ecosystems and DO NOT REQUIRE MANAGEMENT FOR DAMAGE REDUCTION.
The government blame native wildlife for the government’s own human caused damage, that are mostly caused by unnecessary, inhumane management/killing of native wildlife.
Swooping magpies can not under any circumstances be removed. The magpies only swoop during nesting season, defending their young against predators. The parents work together in taking care of their young and must not be interfered with.
If the government agency is contacted about aggressive swooping magpies then erect a sign to warn the public to take an alternative route until nesting season is over, and if the warning is ignored, then the public enter the nesting site at their own risk. After the nesting season is over, the warning sign can be removed, so that the public are aware that they can resume their normal route. The added education for people to protect themselves wearing sunglasses, helmets, hats, (some people draw faces on the back of their hats or helmets to deter the swooping magpies), during the short nesting season is all adequate, to prevent any interference to the nesting magpies by the government or anyone else.
A $2000 application fee is required by anyone, including the government who applies for killing or taking (unless taking for rehabilitation), any native animals, and processed by Wildlife Carers Group. All applications for killing or taking a native animal will be properly investigated by Wildlife Carers Group.
Wildlife Carers Group will provide Proper education to anyone applying to kill native animals, to live with native animals and to use non lethal methods. Native wildlife maintains a healthy well balanced eco system. A government subsidy for protecting native wildlife and providing their suitable habitat for survival, by landowners, as opposed to killing them.
The abuse of using taxpayers money to inhumanely and unnecessarily kill native wildlife will stop, and be used to properly protect native wildlife and their habitat, and prevent them from extinction, with proper education, removing all false allegations against them.
For Kangaroo conservation in the ACT, viable population densities have NOT been determined using any available scientific knowledge of the species biology, ecology and population dynamics. The government repeatedly falsify their reports on population, damage, loss of native species, legislated a kangaroo management plan that was not based on any scientific evidence, and have ruthlessly been inhumanely driving the species to extinction, interfering with their habitat by destroying their habitat with over development.
The government has wasted taxpayers money on inhumanely killing our native kangaroos, at the brink of driving them to extinction. With no full term rehabilitation in the ACT for sick, injured, orphaned native Eastern Grey Kangaroos, the government has been further wasting tax payers money on sending their ecologist interstate, to spread their lies about the kangaroos, that they have fed to the ACT public and media, attempting to encourage the rest of Australia to assist in driving the species to extinction, and not to provide full term rehabilitation for sick, injured, orphaned Eastern Grey Kangaroos.
Wildlife Carers Group will be the specific stakeholder and adviser on Kangaroos and the rest of the native wildlife.
This chapter refers to management of native animals for damage reduction has been undertaken for Eastern Grey Kangaroos, Wild Dogs, which are Dingoes, but the government isn’t sure if these Dingoes are pure breed anymore, possums, magpies, venomous snakes in the ACT.
We are requesting a response on what type of management has been undertaken on these species.
Possums are extremely territorial and cannot be moved, if they are in rooves, etc, a possum box must be erected near the area they have been removed from, so they have a home. It would be best to place the possum box in the roof where the possum is living, to allow the possum’s scent in the box and hopefully the possum will crawl into the box, and then reposition the box into the nearby tree, or garage, however, first check the tree or garage you are placing the box in through the day, to make sure there isn’t already a resident possum in it.
Ensure that you block off the area where the possum has been removed from to prevent the possum from moving back in.
We’ve already covered the magpies, they cannot be moved, they will be killed if moved to another area. The public will just have to learn to live with the magpies and take the precautions as already covered.
Venomous snakes will also be territorial for food etc, so be careful you aren’t moving them into another snakes territory and cause it’s death.
Dingoes have also been covered.
Noise and light deterrents are inhumane, as witnessed when used, the exhausted flying foxes and young return to roost after feeding all night, and then interfered with, not allowed to stop and rest, drop out of the sky, fall into water, drown, the young and adults die a horrific death.
The public are going to have to learn to live with native flying foxes.
It is not feasible to drive our wildlife to extinction because of lack of education and understanding of native wildlife and their importance to our eco system.
Native wildlife listed and incorrectly accused of being pests that cause damage are, Dingo/wild dog, Eastern Grey Kangaroos, Sulphur crested Cockatoos/White cockatoos, Wombats, Pied Currawong.
If there are more native wildlife on the list, then please inform us.
Native Wildlife are not pests with all referrals to native species as being pests to be removed.
Chapter 6 – Awareness, understanding, coordination and capacity building
This chapter mentions opinion polls on kangaroo management. The last opinion poll run in the Canberra Times in 2011 had a glitch in it. As we clicked on NO we do not agree with the cull, we watched the Yes percentage increase. We found that this poll was a bias and discriminating poll, that shut down after tams comment, disallowing any further comments to be made. This poll cannot be counted. Last year’s poll, 2010, showed that the majority opposed kangaroo killing, and yet it still continued, and again this year. In 2004 we saw the unnecessary inhumane killing of kangaroos for the commercial industry at googong dam. The kangaroo management plan and the Nature Conservation Act 1980 must be de legislated and replaced with Wildlife Carers Group’s submissions.

This species maintains a healthy well balanced eco system.
Stakeholder meetings cannot be restricted and privatised to landholders who want to kill native animals, experts/Wildlife Carers Group, need to be involved to investigate, and educate those who are applying to kill native wildlife.
Training courses provided by institutions have to ensure that they are not training students with false information, unnecessarily building up hatred, as the kangaroos are being targeted by teaching utter rubbish about them.
Aerial shooting is not accurate, inhumane and to be banned.
1080 poison is inhumane, to be banned.
I’m certain that the horse lovers would love to be given free horses, rather than killing them.
Native species, Eastern Grey Kangaroos have no negative impact on conservation, production values, fences can be repaired, driving wombats and kangaroos to extinction for fences is hardly viable. Currawongs are being blamed for spreading weed and predation of nestlings, all birds of prey, including magpies are predators for nestlings, Currawongs will not be discriminated against. The government will have to liaise with experts/Wildlife Carers Group and get their facts straight. Currawongs are blamed for spreading weeds, and called pests. People are spreading weeds every time they walk, run, jog, what are you going to do about the people. People have a far more deadly impact on the environment that any bird or animal.
Non lethal methods to be used to protect crops, and to share with native wildlife.
There is a lot of inhumane methods in this document that need to be removed, with humane non lethal methods looked at.
The removal of all referrals of native wildlife as being pests is required.

In this article, interviewed on 15/4/10, www.nowuc.com.au/2010/05/27/kangaroo-plan…/comment-page-1/ don fletcher from tams says that kangaroos are not the main problem and in fact ‘native grasses’ are not threatened with extinction, but other animals and plants are, and that “the biggest ‘contributor’ to the loss of the natural treeless grasslands of our region has been agriculture (by far)”.
This statement is admitting to the flawed, dishonest kangaroo management plan, and russell watkinson’s media release, on Friday 18/6/10, that blames the kangaroos for driving legless lizards, earless dragons, etc, and the deteriorating grasslands and woodlands to extinction, by eating all the grasses, when fletcher admits that the native grasses are not threatened by the kangaroos, but by human activity, including toxic sprays.

The report is by Julie Lindner, who has also been studying the grasslands and the roos for the past 20 years, which backs up what I’ve been saying all along.

Native protected animals called pests, the very same native animals that maintain a healthy well balanced eco system. The code of practice that the shooter refers to is inhumane, and unacceptable, as witnessed in this video footage. Kangaroos are not fit for human or dog consumption, heavily contaminated with various diseases/harmful bacterias, e.coli, salmonella, staphylococcus, streptococcus, toxoplasmosis, preserved illegally with sulphur dioxide that causes thiamine deficiency, (a white crystalline solid forming part of the vitamin B complex, C12H17CIN4OS; a vitamin (B1), required by the nervous system, absence of which causes beri-beri and other disorders), causing death, intake of pesticide spraying to control locusts, etc. Keep watching till it stops, keep an eye on the timer, next to the speaker symbol, length 10:59.

These animals are still alive and awake, when going through the abattoir’s chute processing system, dropped on top of one another, through a swinging door, to go through to the next phase, with several possums piled on top of one another, into the same boxes, when delivered to the abattoir, (possums are extremely territorial,) females with joeys, butchered, and bashed to death.
